Economist.com | Domestic terrorism: “According to the Home Office, 609 people were arrested under the 2000 Terrorism Act between September 11th 2001 and the end of June 2004. Of that group, only 99 have been charged partly or wholly with terrorism offences, and just 15 have so far been convicted.”
