On self-fulfilling prophecies (or why Dick Cheney should stop worrying and love)

Jeffrey Sachs makes clear in The End of Poverty that Dick Cheney and Paul Wolfowitz have been harming the world for decades with their hawkish views.  After the end of the Cold War, they decided to pursue American Military Superiority instead of supporting ex-enemies like Russia.  They could have put money into Russia in order to shore up the reformers, instead they advocated curmudgeonliness.  Russia was left to flounder.  The reformers lost ground because they had no money with which to cushion the effects of their economic changes.  And the rest, as they say … Russia isn’t a democracy today because of it. 

Cheney refused to help Russia because he continued to see it as a potential threat instead of a potential ally – even after the end of the Cold War.  Today, because of it, Russia is less onside.
